This is a complete set of 2 stamps with an oily black chop, the upper four characters reading 郵政 Republic of China Post, in an unusual arrangement. Kerr does not describe these stamps as surcharges but they have clearly been re-valued at 1 Yuan as seen by the bottom two characters.

Set of four stamps with a soft black chop with outer characters reading 郵政  Republic of China Post, the two central characters read Temporary Use. A red overprint exists for the 5f, this is only known on covers and other used examples.

These stamps have been identified by using Volume II of the Stamp Catalogue of China by Shui-Hon Chan and the four booklet guide The Local Overprinted Stamps of Manchuria 1945-7 by Allen D Kerr (published 1978 and now out of print). Both works are essential for anyone delving seriously into this subject.
