This is a complete set of 2 stamps with an oily black chop, the upper four characters reading 中華郵政 Republic of China Post, in an unusual arrangement. Kerr does not describe these stamps as surcharges but they have clearly been re-valued at 1 Yuan as seen by the bottom two characters. |

These stamps have been identified by using Volume II of the Stamp Catalogue of China by Shui-Hon Chan and the four booklet guide The Local Overprinted Stamps of Manchuria 1945-7 by Allen D Kerr (published 1978 and now out of print).
