  This is a set of 2 surcharges both for 1Y on a Chang Chun local issue. The pale black chop is hard to distinguish.

The Chang Chun overprint has eight characters and 10f stamps of this local issue frequently carried further surcharges made by post offices in other towns. The top four characters read 中國郵政 Chinese Post, left Temporary Use, right 北東 North East.

  This is a soft black surcharge made up of two hand-stamps so spacing may vary. The characters read 中國郵政 Chinese Post, left Temporary Use with the surcharge in the left hand column.  
         
These stamps have been identified by using Volume II of the Stamp Catalogue of China by Shui-Hon Chan and the four booklet guide The Local Overprinted Stamps of Manchuria 1945-7 by Allen D Kerr (published 1978 and now out of print). Both works are essential for anyone delving seriously into this subject.
